Resumen :	La Secretaria de Administración Tributaria, a través de sus Administraciones Generales de Auditoria Fiscal Federal, no conceden en algunos casos las devoluciones a los contribuyentes, ocasionando posibles violaciones a sus derechos humanos. Uno de los principales problemas que enfrentan los contribuyentes al momento de ejercer su derecho a la devolución, es la falta de respuesta fundada y motivada por parte de la autoridad, así como los innumerables requerimientos que efectúa de manera arbitraria y repetitiva.
Descripción :	The Secretary of Tax Administration, through its General Administrations of Federal Fiscal Audit, does not grant in some cases the refunds to the taxpayers, causing possible violations to their human rights. One of the main problems faced by taxpayers when exercising their right to a refund is the lack of a reasoned and reasoned response from the authority, as well as the innumerable requirements it makes in an arbitrary and repetitive manner.
