Resumen :	En la actualidad, la dignidad humana se configura como una institución fundamental en el desarrollo democrático de los Estados y de las organizaciones internacionales. El uso desmedido del ius puniendi del Estado, como herramienta principal en el mantenimiento de la paz social, termina por erosionar y pervertir el sistema penal y jurídico, en detrimento de los gobernados, teoría conocida como “el derecho penal del enemigo”, en que “el fin justifica los medios”.
Descripción :	Today, human dignity is configured as a fundamental institution in the democratic development of States and international organizations. The excessive use of the ius puniendi of the State, as the main tool in the maintenance of social peace, ends up eroding and perverting the penal and legal system, to the detriment of the governed, a theory known as "the criminal law of the enemy", in which "the end justifies the means".
